Vulpix are, technically, Kitsune, because they're based off of them. But while Vulpix are Pokemon, Kitsune are from Asian legend, and can do many more things than Vulpix and Ninetales, such as disguise themselves as Humans.

The Kitsune from Fox Tails are Kitsune as how I imagine them; many tailed foxes with elemental powers, not very closely related to the legends at all.

I'm hoping this helps. ^^
